Vacancy For The Position of a Bioinformatician

The Institute of Human Virology (IHVN) is a leading and reputable non-governmental organization addressing infectious and non-infectious diseases such as HIV, tuberculosis (TB) and cancer through the provision of prevention, diagnosis, treatment, research, capacity building, and care and support services.

Strengthening Global Health Security Agenda in Nigeria (SECURE-Nigeria), a project with funding support from US-CDC, will support systematic implementation of both broad-based and disease specific Infection Prevention Control (IPC) intervention critical to prevent transmission of emerging infectious diseases, including respiratory pathogens such as COVID-19 and tuberculosis.

SECURE-Nigeria will build upon existing IPC activities and capacities to enhance health system preparedness through strengthening IPC interventions and programs by leveraging on PEPFAR supported facilities. This project will enhance health system preparedness for future pandemics by building sustainable, broad-based IPC capacity, using PEPFAR supported facilities as a model organizations.

Immediate Supervisor/Reports to: Genomics Lead at National Reference Laboratory (NRL) Gaduwa and IHVN Lead of SECURE-NIGERIA sub-genomic component

Scheduled Work Times: Monday – Friday

SUMMARY/OVERVIEW:

The Bioinformatician will responsible for the analysis of Next Generation Sequence (NGS) data from a variety of sequencing platforms using established and novel workflows in support of SARS-COV-2 sequencing and other genomic activities. Please refer to key areas of responsibilities for other responsibilities.

KEY AREAS OF RESPONSIBILITY

  • Analyze Next Generation Sequence (NGS) data using established and novel workflows
  • Maintain and develop our databases and documentation
  • Carry out variant identification, annotation and association analysis
  • Create and manage scripts or workflows in R, Python, Perl, Bash and Snakemake
  • Assist researchers with mining and analysis of diverse private and public databases
  • Contribute to scientific presentations and publications
  • Provide bioinformatics and biocomputing training
  • Communicate computational, statistical and biological concepts clearly and effectively to a diverse audience.

REQUIREMENTS:

The candidate will have received a PhD/MSc in bioinformatics, computational or systems biology, physical or computer science or similar breadth of training. Candidates with a Bachelor of Science Honours Degree and 5+ years of directly related experience in a professional research environment working with bioinformatics tools will be considered. The candidate must have strong communication and writing skills in English.

Experience:

The candidate is to have:

  • Two or more years’ experience working with Linux in a High-Performance Computing Cluster (HPCC)
  • Experience with the use of Next Generation Sequencing (NGS) applications as well setting up of pipelines/workflows
  • Strong data visualization skills
  • Proficiency in at least one programming language (e.g. Python, Perl, Java) and one statistical software (e.g. R, SAS)
  • Experience in big data, high-performance computing and application of machine learning techniques is an advantage
  • Solid understanding of basic and advanced statistical approaches will be an advantage
  • Experience in professional software development as part of a collaborative team is an advantage.

IHVN key technical and funding partners are the Centers for Disease Control and Prevention (CDC) and the Global Fund to Fight AIDS, Tuberculosis and Malaria.

Scope of BidBidders are invited to submit a Bid for the goods and/or services specified above: Schedule of Requirements, in accordance with this bid.
Interpretation of the BidThis RFB is an invitation to treat and shall not be construed as an offer capable of being accepted or as creating any contractual, other legal or restitutionary rights. This RFB is conducted in accordance with the applicable provisions of IHVN Procurement Manual (latest version of which can be accessed at: www.ihvnigeria.org and other relevant Organizational Directives and Administrative Instructions that are referred to in the Procurement Manual.
LanguageThe Bid, as well as all correspondence and documents relating to the Bid shall be written in the English language, unless specified otherwise in the bid advert. Supporting documents and printed literature furnished by the Bidder may be in another language provided they are accompanied by an accurate translation of the relevant passages into the English language, in which case, for purposes of interpretation of the Bid, such translation shall govern. The Bidder shall bear all costs of translation to the governing language and all risks of the accuracy of such translation.

Responsiveness of BidIHVN’s determination of a Bid’s responsiveness will be based on the contents of the Bid itself. A substantially responsive Bid is one that conforms to all the terms, conditions, and specifications of the bid advert without material deviation, reservation, or omission. If a Bid is not substantially responsive, it shall be rejected by IHVN and may not subsequently be made responsive by the Bidder by correction of the material deviation, reservation, or omission.
Evaluation of BidThe evaluation team shall review and evaluate the Bids on the basis of their responsiveness to the Schedule of Requirements and Technical Specifications and other documentation provided, applying the procedure indicated in the bid advert. Absolutely no changes may be made by IHVN in the criteria after all Bids have been received. IHVN reserves the right to undertake a post-qualification exercise, aimed at determining, to its satisfaction the validity of the information provided by the Bidder. Such post-qualification shall be fully documented and, among those that may be listed in the bid advert, may include, but need not be limited to, all or any combination of the following : (a)Verification of accuracy, correctness and authenticity of the information provided by the bidder on the legal, technical and financial documents submitted; (b)Validation of extent of compliance to the IHVN requirements and evaluation criteria based on what has so far been found by the evaluation team; (c)Inquiry and reference checking with Government entities with jurisdiction on the bidder, or any other entity that may have done business with the bidder; (d)Inquiry and reference checking with other previous clients on the quality of performance on on-going or previous contracts completed; (e)Physical inspection of the bidder’s plant, factory, branches or other places where business transpires, with or without notice to the bidder; (f)Testing and sampling of completed goods similar to the requirements of IHVN, where available; and (g)Other means that IHVN may deem appropriate, at any stage within the selection process, prior to awarding the contract.
Qualification CriteriaGeneral Criteria: The Bidder shall possess the necessary professional and technical qualifications and competence, financial resources, production capability with equipment and other physical facilities, including after-sales service where appropriate, managerial capability, specific experience, reputation, and the personnel to perform the contract. To qualify for a multiple number of lots in a package for which Bids are invited in the Invitation for Bids, The Bidder shall demonstrate having resources and experience sufficient to meet the aggregate of the qualifying criteria for the individual lots Experience Criteria:   a minimum number of years of overall experience in the supply of goods and related services;a minimum production capacity or availability of equipment; and in case of a Bidder offering to supply goods which the Bidder did not manufacture or otherwise produce, the Bidder has been duly authorized by the goods’ Manufacturer or producer to supply the goods. Vacancy For The Position of a Deputy Chief of Part (DCOP), TB-LON 3 Project

The Institute of Human Virology (IHVN) is a leading and reputable non-governmental organization addressing infectious and non-infectious diseases such as HIV, tuberculosis and cancer through the provision of prevention, diagnosis, treatment, capacity building, research, and care and support services. IHVN is in partnership with local and international organizations and the different tiers of the government of Nigeria at national, state and local levels. The TB-LON 3 Project is a USAID-funded Award that is a revolutionary program working with communities, facilities and relevant State and National structures to improve access to TB case finding, diagnosis, treatment and notification in Lagos, Ogun, Osun and Oyo States; as well as increase domestic financing for TB and strengthen surveillance and integrated reporting across four result areas:

  1. Improved access to high-quality, person-centered TB treatment, DR-TB, and TB/HIV services for a cumulative number of at least 106,576 persons for the life of the activity.
  2. Strengthened systems and structures for TB detection, treatment and notification with TB service delivery platforms strengthened.
  3. TB disease transmission and progression reduced.
  4. TB research and innovations accelerated with improved impact on program implementation.

The TB-LON 3 Project is implemented by a consortium with Institute of Human Virology Nigeria as the Prime Recipient, Society for Family Health as the Sub-Recipient and other Implementing Entities.

Job Summary:

The DCOP supports the Chief of Party in the effective coordination of the TB-LON 3 Project, providing senior technical and managerial leadership, including the efficient management of project resources, with a view to ensuring the project meets the stated goals and reporting requirements, as well as applies cost effectiveness and value for money in implementation. S/He assumes overall responsibility in the absence of the COP.

Responsibilities:

  • Supports leadership, management and general technical direction of the entire TB-LON 3 activity, to ensure programmatic and financial integrity of the project and achieve rapid and sustained progress towards project goals, objectives and targets.
  • Ensure that project activities are technically sound, appropriate, evidence-based and implemented in a timely manner.
  • Ensure the development and timely submission of project reports to USAID.
  • Supports the promotion of synergy between sub-awardee inputs and ensuring that the right partner skills are harnessed in the most efficient way to deliver targeted, effective, high quality implementation.
  • Serve as alternate liaison to USAID, consortium partners, Government agencies, project stakeholders, other national and international stakeholders as well as other counterparts in the public and private sectors on the project.
  • Ensure compliance with the terms of the award and USAID operational policies and regulations.
  • Represent IHVN in presenting the project’s progress, achievements and lessons learned to USAID and other key stakeholders through meetings, conferences.
  • Identify issues and risks related to project implementation in a timely manner, with recommendations for appropriate adjustments in programs and operations, that are subsequently implemented in response to USAID/Nigeria technical and managerial direction;
  • Ensure that the project activities are meeting client and stakeholder expectations and that project results are proactively disseminated, learnings are shared and incorporated to continuously improve the project.
  • Any other function that may be assigned by the COP.

Minimum Requirements:   

  • Advanced degree in Public Health, Community Health, Management or other relevant fields
  • A minimum of 15 years’ experience in public health implementation, with 10 years demonstrable senior management experience in large scale USAID funded projects, preferably COP (Chief of Party), DCOP (Deputy Chief of Party) or Project Director; or similar management experience for projects with similar magnitude and complexity in Nigeria.
  • Demonstrated knowledge of USAID rules, regulations and policies, with specific understanding of cooperative agreements.
  • Demonstrated leadership skills, including building and managing high-level relationships with donors, government, private sector entities, NGOs, research institutions, etc.
  • Excellent knowledge of MS Word, Outlook, PowerPoint and Excel.
  • Demonstrated ability to work effectively work with USAID and international donors, government counterparts, and project stakeholders.

Skills and Abilities:

  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
  • Excellent oral and written communication skills in English as well as presentation skills, with proven experience in analyzing data and developing PowerPoint presentations and other reports.
  • Strong coordination, planning, and supervisory skills.
  • Strong networking and representational skills;
  • Comfortable planning and delivering multiple activities under pressure to strict deadlines and high levels of precision.
  • Able to communicate complex issues in a concise, accessible and engaging manner.
